Minutes of the previous meeting

1.1

The minutes of the hundred and fifty first meeting were agreed and signed by the Chairman.

Chief Executive’s reports (FLA(08)226 & (09)1)

3.1

The Board noted the content of the two reports.

 

 

3.2

The FLA was required to update its register of Members' interests.  Members were requested to provide the necessary details as soon as possible.

Towards a new style of safety certification (FLA(08)25)

4.1

In discussion the main points raised were:

  • The Board reaffirmed its commitment to the revised guidance

 

  • The document would be passed to DCMS for approval
  • The covering note would put more emphasis to the benefits of the change

 

  • The term ‘lighter touch’ might be misinterpreted – ‘better regulation’  reflected the underlying principle  
  • Once approved, careful consideration must be given to the guidance’s promotion and the technicalities of implementation

 

  • The Secretariat would discuss with Dr Dickie his proposed amendments to the text
  • The possibility of a general election should not hamper the progress of the guidance, as its concept of raised standards and reduced involvement by Government would appeal to all parties

 

  • HSE had acknowledged that sports legislation had primacy over the Health and Safety at Work etc. Act in relation to the safety of spectators at sports grounds.

Draft FLA risk register (FLA(08)27)

5.1

The Board were invited to comment on the draft document. The following addition to objective E was suggested:

  • Loss of confidential data

 

Subject to this the draft risk register was approved.

Mid-year review of performance (FLA(08)28)

6.1

The Board noted the main achievements during the last 6 months, and the paper was approved

Date of the next meeting

8.1

The likelihood of the February meeting taking place was minimal.  Members would be notified if the meeting was going to take place.  Subject to that, the next scheduled meeting would be Tuesday 10 March 2009 at 10.30am in Harcourt House.
