Training - Qualifications

Spectator Safety has standards at three levels of responsibility:
Only organisations accredited by OfQual may award these spectator safety qualifications. If you require any information on local approved centres or training providers please contact one of the awarding bodies.
Current table of qualifications
The table below outlines the current range of qualifications and the awarding organisations offering the awards.
For the purposes of satisfying the guidance contained within the Guide to Safety at Sports Grounds, (Green Guide) the Level 2 NVQ Certificate in Spectator Safety or Level 2 Award in Understanding Stewarding at Spectator Safety Events shall be acceptable to permit the trained steward to work alone at a sports ground.
The Level 2 Award in Understanding Stewarding at Spectator Events may be used to enable the steward to work alone as a steward however this must be followed by further training and assessment within 12 months to obtain one of the other awards.

- (Stewards) Level 3 NVQ Certificate in Spectator Safety(QCF)
- (Supervisors) Level 4 NVQ Diploma in Spectator Safety Management(QCF)
- (Safety officer and deputy) Level 2 Award in Understanding Stewarding at Spectator Events (Stewards)

The Level 1 Award in Preparation for Event Volunteering may not be used to exempt the steward from attaining one of the above awards it may however, subject to the awarding organisation, be used as APL
SPECTATOR SAFETY QUALIFICATION FRAMEWORK
Level 2 NVQ Certificate in Spectator Safety
Candidates Must Achieve All of the Following 6 Units:
Y/502/9345 Prepare for spectator events
M/502/9352 Control the entry, exit and movement of people at spectator events
A/502/9354 Monitor spectators and deal with crowd problems
J/501/5134 Help to manage conflict
Y/601/4483 Support the work of the team and organisation
D/501/5138 Deal with accidents and emergencies
Level 3 NVQ Certificate in Spectator Safety
The qualification consists of 6 units, and is made up of 4 mandatory and 2 optional units.
Mandatory Units:
The candidate must complete the following:
K/502/8409 Prepare stewards and venues for spectator events
D/502/8410 Maintain stewarding in designated areas and deal with spectator problems and emergencies
D/501/5138 Deal with accidents and emergencies
K/502/8426 Develop productive working relationships with colleagues
Optional Units:
The candidate must complete two of the following:
H/502/8456 Support the efficient use of resources
M/502/8458 Manage own resources and professional development
K/502/8457 Manage information for action
J/501/5134 Help to manage conflict
K/502/8412 Control and detain people at a spectator event for action by the Police
D/601/1553 Work with others to improve customer service
Level 4 NVQ Diploma in Spectator Safety Management
The qualification will consist of 9 units, and is made up of 7 mandatory and 2 optional units.
Mandatory Units:
The candidate must complete the following:
T/503/1362 Plan for the safety of people attending a spectator event
F/503/1364 Ensure the safety of people attending a spectator event
Y/502/9281 Assist the organisation to develop and implement policies
M/502/8458 Manage your own resources and professional development
A/502/9287 Develop productive working relationships with colleagues and stakeholders
F/502/9159 Provide information to support decision making
K/602/1843 Provide learning opportunities for colleagues
Optional Units:
The candidate must complete two of the following:
F/502/9680 Manage the use of physical resources
J/502/9289 Encourage innovation in own area of responsibility
H/602/1842 Recruit, select and keep colleagues
M/602/1844 Allocate and monitor the progress and quality of work in own area of responsibility
F/502/9436 Facilitate meetings
H/502/9686 Provide advice and support for the development and implementation of quality policies
L/502/9438 Implement quality assurance systems
J/502/9681 Monitor compliance with quality systems
J/502/9678 Manage a project
Level 2 Award in Understanding Stewarding at Spectator Events
Candidates Must Achieve All of the Following 4 Units:
L/501/8956 How stewards control the entry, exit and movement of spectators at events
R/501/895 How stewards monitor crowds and respond to potential crowd problems at spectator events
Y/501/8958 How stewards prepare for spectator events
D/501/8959 How to respond to injuries, illnesses and other emergencies in active leisure and learning
