Joint Statement - Standing in Seated Areas

In 2002 a Joint Statement was produced by a range of partners which examined the nature and causes of spectators standing in seated areas at football grounds, identified possible measures to address the issue and set out the responsibilities that lay with each stakeholder. 

It was reviewed in 2008 but no changes were made, and recently we took up the challenge of looking at it again to see whether we could provide any additional support to those managing the issue at a local level.

We haven’t rewritten the principles, but we have clarified the roles and responsibilities of the various authorities involved.  We’ve also updated the document to include a template for a risk assessment and post match review of the effectiveness of the control measures, and we’ve included three case studies of how different clubs have sought to tackle the issue.
