This guidance updates and supersedes the guidance on safety certification issued by the Football Licensing Authority (FLA) in 2001. Although it is specifically addressed to local authorities responsible for the safety certification of sports grounds at which designated football matches are played, it will also be of value to all local authorities that issue safety certificates to sports grounds under the Safety of Sports Grounds Act 1975 or the Fire Safety and Safety of Places of Sport Act 1987. It provides a single source of reference and forms part of the evolving approach to the oversight of public safety, as evidenced in new legislation over the past few years.
